As Emperor Frelio's words fell, powerful presences began to coalesce within the special domain, eventually forming at least fifteen spirits. These were vague in form but mighty in presence, each a manifestation of an emperor's will and soul, each exuding an aura close to that of a level 6 monarch. This represented a terrifying force: fifteen spectral entities with the might of nearly level 6 monarchs.
